WHEREAS, the Roscommon County Road Commission Construction Specifications and Plat Control Procedures provide for the installation of ditches, and

WHEREAS, the specifications state that in addition to handling water runoff, the ditches shall provide for snow storage in winter from snow removal activities, and

WHEREAS, the road commission cannot maintain closed ditches, physically or economically, and

WHEREAS, the road commission has received several requests from residents to fill their ditches and many have done so without permission,

NOW THEREFORE BE IT RESOLVED, that the Roscommon County Board of Road Commissioners will not allow ditches to be filled, unless there is a complete and comprehensive professionally designed storm water system for the entire street, subdivision, or drainage area, and

FURTHER BE IT RESOLVED, that the Roscommon County Board of Road Commissioners hereby directs its employees to take legal action against property owners that fill their ditches without proper permission.
